Beyond the current economic situation, the Argentine health system – like a large part of its peers in upper-middle-income countries – is going through a resource crisis. In this sense, this new research aims to analyze an important part of this sectoral dilemma, probably the emerging portion of the financial iceberg of the health system: How high cost is defined and what policies are implemented or eventually relevant to consider in its approach.
Taking into account the diversity of actors and their partial interests as well as the policies implemented, the document seeks to understand the challenges to building a joint agenda, even when considering the possibility of designing and implementing an eventual “high-cost fund.”
